Locator fragility table is empty in insights but heal report has plenty of rows

sdods heal report -p portal --all

gives me eleven rows, two of them with double-digit occurrences.

bash
sdods insights show -p portal

prints suite health and the scenario table, and the locators section is empty.

Runs are being ingested — there is a database configured and I can see scenarios from the same runs in the flakiness table, so it is not that nothing reached it. Is locator fragility computed from something other than the heal events, or is there a separate ingest step for those?
