New folder under projects/ is ignored completely — no error, just not there

  Because they are different questions.

  Discovery scans projects/ and treats "directory with a sdods.project.yaml" as the definition of a project. A directory without one is not a broken project, it is not a project — build output, a scratch folder, a leftover node_modules. Warning about those would make the tool useless in a real repo.

  Loading a specific project root is the other question, and there the missing file is unambiguously an error, which is the message you pasted.

  Between those two you also get the middle case:

  Simplest fix is to let the scaffold write the file:

  If the folder already has work in it, --force will overwrite an existing directory, so copy anything you care about out first. We hand-wrote the four required keys instead — slug, name, layers, envs.default and envs.available — and let the schema defaults fill in the rest.
